I think comparing people in wheelchairs is completely different than all bigold quoted above since we could all end up in a wheelchair from a crash, I know a lad who has from a mtn bike fall and it's not his choice to be crippled. Junkies, smokers, lazy buggers,prisoners have a choice and made the wrong choice, no one can force you to take drugs,smoke,break the law etc, no one has ever approached me with drugs, I would go mad if they did, probably local dealers can tell who to approach but if I am not approachable, surely others can be also, "no" is a little word that means so much!
